THE FIRST ANALYSIS OF THE CARRIER LCF Togo at (f)=21.541275 GHz with SR=1.071 Msym/sec in a -V-
range of the satellite Eutelsat 16A-16e: If it is a valid elementary axiom that if even a single -bit- is accepted
as defective, then it is considered to be defective the whole DVB-S2 packet,then apply that the achieved level
of Packet Error Rate PER<1x10-3 and visualization of 8PSK modulation (but in general,as well as the resulting
quality) in the constellation diagram define the almost marginal condition for the detection of the carrier (C)
at (f)=21,541275 GHz with constantly oscillating level of Link Margin=<0.8 dB,but with a stable carrier locking
                   in the entire framework of analysis and measurement in KA band spectrum.
